Superintendent's Governance Council
The Yuba County Special Education Local Plan Area (SELPA) is a multi-district/district-county plan. The Local Education Agency (LEA) membership of the Yuba County SELPA includes both in-county and out-of-geographic member LEAs.
There are eight member LEAs located within the Yuba County region that includes five local school districts, two charter LEAs and one county office of education. Each LEA has one vote on the Superintendent's Governance Council. It is important to note that per local charter petition documents, two of the five school districts have authorized a charter school that serves as a “school within the district” for special education purposes. These charter schools are represented on the SELPA governance council by the superintendent of the authorizing school district.
There are four member charter LEAs located outside of the Yuba County region (also known as “out-of-geographic” charter LEAs) who operate as a consortium of charter LEAs that function like a school district of charter schools. The superintendent of the charter consortium has one vote in the SELPA governance structure. Within the out-of-geographic consortium, one charter LEA is located within the El Dorado County region and the other three charter LEAs are located within the Sacramento County region.
In total, there are twelve member LEAs in the Yuba County SELPA who are represented by nine voting superintendents/Charter Executive Directors in the Superintendents' Governance Council.
The Yuba County SELPA LEA Membership includes:
- California Montessori Project - Capitol Campus (out-of-geographic area Charter LEA authorized by Sacramento City Unified School District)
- California Montessori Project - Elk Grove Campus (out-of-geographic area Carter LEA authorized by Elk Grove Unified School District)
- California Montessori Project - San Juan Campuses (out-of-geographic area Charter LEA authorized by San Juan Unified School District)
- California Montessori Project - Elk Grove Campuses (out-of-geographic area Charter LEA authorized by Buckeye Union School District)
- Camptonville Elementary School District
- CORE Charter School (Charter LEA authorized by Camptonville Elementary School District)
- Marysville Joint Unified School District (including one charter school operated by an LEA - Marysville Academy for the Arts Charter School)
- Plumas Lake Elementary School District
- Wheatland Elementary School District (including one charter school operated by an LEA - Wheatland Charter School)
- Wheatland Union High School District
- Yuba County Office of Education (including one charter school operated by an LEA - Yuba County Career Preparatory Charter School)
- Yuba Environmental Sciences (YES) Charter Academy (Charter LEA authorized by Yuba County Office of Education)
The Local Education Area (LEA) governing boards agree that they shall participate in the operation of the Special Education Local Plan Area (SELPA) for the purposes of ensuring the provision of programs and services for individuals with exceptional needs. The Superintendents' Governance Council facilitates this responsibility. The Superintendents' Governance Council reviews and adopts SELPA policies, procedures, regulations, agreements and Memoranda of Understanding. The SELPA Director will draft recommended policies in consultation with LEA representatives. The Superintendent's Governance Council meets jointly with the Operations Committee members at least five times during the academic year to approve policies and procedures needed to ensure equity and access for individuals with exceptional needs who receive special education services. The Operations Committee (Special Education Directors) meet on the off months to approve low incidence equipment requests, review program operations and address any programmatic issues with staff or services.
